Tim brings over 30 years of IT experience to the organization, with a focus on strategic planning, budgeting, building and leading support and development teams in academic settings. Prior to this position, he served as Associate Vice President of the Information Technology Division at Middle Tennessee State University since 2005. Tim’s experience also highlights key management positions with the University of Alabama at Birmingham, serving as the Director of IT Infrastructure Services from 2001 to 2005, and Associate Director for Computer Services from 1993 to 2001. Tim earned his Bachelor of Science degree from Auburn University, and his Masters of Science in Health Informatics from the University of Alabama at Birmingham. In addition, he is a Certified Information Systems Security Professional and Certified Information Systems Auditor.
As Executive Director for Distance Learning and Student Services for the Florida Virtual Campus, Dr. Opper oversees the operation of the distance learning and student support services offered through the Florida Virtual Campus. Dr. Opper interacts regularly with state policymakers, education leaders, community agencies, educational entities, and industry regarding issues pertaining to technology and education, and participates in creating statewide distance learning policy and programs affecting Florida's schools, colleges, and universities. Dr. Opper has 13 years of experience working for the Postsecondary Education Planning Commission as a Policy Analyst and Director. He served as Executive Director of the Florida Distance Learning Consortium for 12 years until its merger with the Florida Virtual Campus in 2012. He has authored policy studies and recommendations in the area of undergraduate education, academic libraries, funding policy and educational technology. In addition, he has served on a variety of state, regional and national workgroups and boards. He holds a Bachelor of Science Degree from Armstrong Atlantic State University, a Masters in Education from the University of Georgia, and a Ph.D from Florida State University.
Elijah is the Executive Director of Library Services for Florida Virtual Campus. Prior to joining FLVC in 2016, Elijah was the Dean for Libraries, College Testing, and Curriculum Innovation at Georgia Highlands College. Elijah has worked in college and university libraries for over 25 years, including positions in technical services, cataloging, and reference and instruction. Throughout the course of his career, Elijah has placed an emphasis on providing exceptional customer service to students, faculty, and staff. Elijah holds degrees from Cumberland College (B.A.), the University of Tennessee (M.S.), Georgia College & State University (M.A.), and the University of Georgia (Ed.S).
